Pakistani citizens do not require permits to enter restricted zones. However in northern Pakistan there are three rates: One for locals, another for non-local Pakistanis and one for foreigners. Non-local Pakistanis will often pay a lot more for local services (especially if they cannot speak Balti or Shina). Secondly the transportation system in Pakistan is unreliable (some years jeeps will visit certain villages and the next year they may change their route or schedule for no apparent reason).
